In March and July 1526 Volmari had two more county councils which seriously discussed what to do about the reformation. The grandmaster Plettenberg decided thereby to come to terms with the archbishop Blankenfeld who was released from imprisonment.

In July Plettenberg was declared the highest governor of Livonia and the attempts to make him the German high grandmaster started.
These decisions were a great blow for the reformation, as the catholic governors were able to find an agreement and preserve their positions. Thus this could further develop only in the cities.
