Since 1523 when the reformation had already clearly spread in Riga, it spread also to smaller cities of Livonia. First, the Lutheran congregations were established in the area of Latvia, Volmari and Võnnu, but soon also in Viljandi and Uus-Pärnu.
The reformation did not win in some cities of Livonia, this mainly due to the restriction of the city's local government. Thus Catholicism remained strongly dominant for example in Haapsalu, Vana-Pärnu and Paide. But the town council fluctuated for years between the new and old religion.
