In June-July 1886 Vladimir Aleksandrovitš, brother of the emperor Aleksander III, visited the Baltic provinces. His route was Tallinn-Paldiski-Haapsalu-Pärnu-Kuressaare and later Tartu-Paide-Rakvere-Narva.

 His main task was to convince the Baltic Germans that the russification reforms will be carried out in any case and no concessions can be expected from the emperor. He expressed especially clearly this in Tartu where he stayed on 30 June.
