July 1849

Aleksander II visited Estonia repeatedly already before becoming an emperor. He stayed here for the first time as an 11-year old boy when he visited both Tartu and Tallinn.

In July 1849 he arrived to Estonia together with his wife Maria Aleksandrovna and performed with festive speech at the opening of the Estonian county council in Tallinn.

Thereafter he participated in the work of the county council, by examining the reigning principles of the Baltic provinces in more detail which surely later facilitated the implementation of his reforms.
