Governor general Clas Totti's rural police order from 1668, affirmed the slavery in Livonia. Thus far, the situation of the peasants had worsend during the Swedish era, because the estate' fields expanded and with them the obligations of the peasants. These obligations, however, were determined by the estate owners own will.
