Serfdom is fixed in Estonia

Governor Gustav Oxenstierna's renewed land arrangement in 1645, affirmed the serfdom in Estonia. The Swedish peasantry was free and even represented at the Diet; from time to time, kings spoke out in support of the Baltic peasants, saying that they should have rights similar to those of the Swedish, but in fact, the decisions made there were quite the opposite.
