In 1933, the participants in the Estonian War of Independence started fighting more and more fiercely against the new draft Constitution of the Riigikogu. Large processions and demonstrations were organised across the country, attended by thousands of people.

In Tallinn, Narva and Tartu, the days of the participants in the Estonian War of Independence were grandly celebrated at the end of May. On 1 June 1933, the State Elder Tõnisson arrived in Tartu to hold a speech supporting the new Constitution at the Theatre Vanemuine. Participants in the Estonian War of Independence constantly sabotaged the speech of the State Elder: hundreds of them disturbed the speaker with constant coughing, stomping, whistling and noise.

Tõnisson was yelled at and threatened also on the street; the police worked hard to set an order. At that the government declared a state of defence in Tartu town and county the next day. Vladimir Rooberg, the Minister of Court and Internal Affairs, closed down the Tartu Union of Participants in the Estonian War of Independence and the eight departments in the parishes.
