On 20 March 1932, the Union of Participants in the Estonian War of Independence (EVKL) held its third congress which was attended by 219 ambassadors from 51 local unions. It was decided to establish the status of an EVKL support member, who could even be a person who did not participate in the Estonian War of Independence.

At the same time, the government issued an order that demanded the resignation of active military personnel from the boards of both the central union as well as local unions. So, several more radically disposed young people had a chance to stand out. The main spokesman of the participants in the Estonian War of Independence turned out to be Artur Sirk, assistant chairman of the board of EVKL (on the photo: in the rostrum).

The participants in the Estonian War of Independence were not happy with the draft Constitution, finding it too soft for Estonia. In the summer of 1932, the EVKL was fiercely criticising the draft, thus putting the participants in the Estonian War of Independence together with their main political opponents - the socialists.

The participants in the Estonian War of Independence started organising grandiose mass events; the days of the participants in the Estonian War of Independence turned out to be especially popular. Under the auspices of the events to commemorate those who perished in the Estonian War of Independence, strong propaganda was made against the draft Constitution. On 17 July 1932 during the North-Estonia day of the participants in the Estonian War of Independence, a fight broke out between the duty officers of the participants and socialist gymnastic groups. The conflicts between different sides kept getting more frequent at political meetings.
