Order for creating the catalogue of political mentality

On 23 November 1940 Moscow presented the instructions for recording the contra revolutionary elements on the basis of local archival materials to the security bodies of Ukraine, Byelorussia, Moldavia, Karjala, Latvia, Lithuania and Estonia.

On 28 November 1940 Lavrenti Beria (on photo), people's commissar of the Soviet Union issued an order according to which the catalogue had to be created on so-called contra revolutionary and anti-Soviet element.

The catalogue was constantly completed: e.g. in the first half of 1941 approximately 38000 persons were recorded in this "catalogue of political mentality".
All this referred to the soon starting major operation.
