In 1222, Hermann received the county of Ugaunia. He could not take up the position before a year's time because of Estonian rebellion.

He came to Otepää in 1223, and began to construct a stone fort there. It is possible that the oldest stone fort in Estonia was located in Otepää (if weexclude the one built in Saaremaa, which the Oeselians destroyed right away). The bishop stayed in Otepää for only a year, and relocated to Tartu in 1224, after it had been captured.
