Founding of Võru

Võru is an interesting example of a town that was created on an empty spot, and that actually worked out. It was created after the administrative reform in 1783, when Catherine II ordered the formation of several counties.

New county was to be created out of Southern Tartumaa, but there was no proper settlement that would work as a county center. Thus, it was decided to found a city on an empty place.

Allegedly, the governor general, George Browne, decided to found the town onto the lands of Võru estate, because he was bribed. In any case, the governor general signed the founding documents on August 21, 1784. It took several years for the town to start functioning properly, but unlike Lodenrode and Koila, it preserved.
